The U.S. Senate March 30 passed and sent to President Donald J. Trump legislation
that, if signed, would let states move federal Title X funds from Planned Parenthood
to legitimate women’s health–care providers.
The 51–50 vote required Vice President Mike Pence, in his role as presiding
officer of the Senate, to break a deadlock on the resolution. No matter. Assuming
President Trump signs the legislation, states will have the option over where their
Title X funds go, and that’s a very good thing.

Title X funds are given to the states for family planning programs.
In the waning days of the Obama administration, the former president issued an executive
order barring states from withholding those funds from Planned Parenthood and other
organizations that performed abortions. It was an early valentine to an organization
that supported the radical pro–abortion agenda of the previous administration.
The federal Congressional Review Act permits the House of Representatives and U.S.
Senate to overturn an executive order issued in the last 60 days of a presidency
with a simple majority, and now both chambers of the Congress have done so.
The resolution does not cut funds for women’s health, as Planned Parenthood
and its acolytes have so disingenuously suggested. Rather, it permits states to
re–direct the funds to city and county health departments, and other organizations
that value the sanctity of human life. Assuming President Trump signs the legislation,
the battle for Title X funding will be fought in 50 state capitals.
In some states, legislators have already voted to defund Planned Parenthood in this
way, prompting the Obama administration’s parting gift to the nation’s
Planned Parenthood is not a legitimate health–care provider; it is in the
business of taking the lives of unborn babies and exploiting women, especially in
minority communities. It is therefore unworthy of any public support in our opinion.
We applaud the Congress for giving states the option to cut Planned Parenthood off
from the public purse, and we urge President Trump to sign H.J. Res. 43 at his earliest
