H.R. 2 – CMC supports the Repealing the Job-Killing Health Care Law Act, a bill that would erase from federal law the health-insurance reform legislation passed in the previous session of Congress as well as the Health Care and Education Reconciliation Act of 2010. Sponsored by U.S. Rep. Eric Cantor, R-Virginia and the House Majority Leader, the bill passed the U.S. House of Representatives Jan. 19 and is awaiting action in the U.S. Senate. H.R. 3 – CMC urges passage of the the No Taxpayer Funding of Abortion Act. This bill explicitly does what last year’s health-insurance reform law egregiously failed to do: prohibit federal funds from being used to pay for abortions. The bill extends the principles of the Hyde Amendment, an annual measure that forbids Medicare funds from being used for abortion, and covers the entire federal budget. As a permanent part of federal law, it would make this issue no longer subject to annual votes. H.R. 3 is sponsored by Rep Chris Smith, R-N.J., and currently has 219 co-sponsors. H.R. 217 – CMC supports the Title X Abortion Provider Prohibition Act. The bill is sponsored by U.S. Rep. Mike Pence of Indiana and currently has 158 co-sponsors. It’s been referred to the House Energy and Commerce Committee, and to that committee’s subcommittee on health. Very simply, it amends the Public Health Service Act by barring the Secretary of Health and Human Services from providing any public funds to any entity (for-profit or not-for-profit) that performs an abortion. Exceptions are made for instances where the pregnancy is the result of rape, incest against a minor or instances when the mother’s physical health is in danger. H.R. 361 – We support passage of the Abortion Non-Discrimination Act of 2011. The bill is sponsored by Rep. John Fleming, R-La., and has 52 co-sponsors. It has been assigned to the Health Subcommittee of the House Energy and Commerce Committee. Essentially the bill reinforces the religious-liberties rights of doctors, nurses, pharmacists and other medical professionals to opt out of personally providing services they oppose on moral or religious grounds. For example, a doctor or nurse could not be ordered to participate in an abortion and a Roman Catholic pharmacist could not be required to dispense birth-control medication. Those rights were established in “provider conscience” rules established for the Department of Health and Human Services in the last days of the George W. Bush administration, and rescinded earlier this year by the Obama administration.
