House Bill 7 – CMC supports this bill, sponsored by Rep. Lorraine Fende, D-Willowick. The bill would forbid the abortion of an unborn child that is “viable,” defined in the bill as “a realistic possibility of the maintaining and nourishing of a life outside of the womb with or without temporary artificial life-sustaining support” in the opinion of a physician. The bill also directs the state medical board to suspend for six months the license to practice medicine any doctor that aborts a child considered viable outside the mother’s womb. As introduced, the legislation would eliminate any consideration of mental health when determining the dangers posed to a pregnant woman of carrying a baby to term. House Bill 63 – CMC supports this bill, sponsored by state Reps. Ron Young and Lynn Slaby. The legislation would revise hearings used to determine whether a judge can give consent for a minor female to undergo an abortion without the consent of the minor’s parents, establishing new guidelines for the judge to use in the hearing. The judge in the case must specifically inquire about the girl’s understanding of the physical and emotional impact of an abortion, and whether the girl was coached for the hearing and by whom. Finally, the judge must find “clear and convincing evidence” that the abortion is in the best interest of the minor.

House Bill 78 – We urge passage of this bill, sponsored by state Reps. Joseph Uecker and Kristina Roegner. The legislation would essentially prohibit abortions when the baby is viable, that is, capable of living outside the womb. Ohio law defines “viable” as “the stage of development of a human fetus at which in the determination of a physician, based on the particular facts of a woman’s pregnancy that are known to the physician and in light of medical technology and information reasonably available to the physician, there is a realistic possibility of the maintaining and nourishing of a life outside of the womb with or without temporary artificial life-sustaining support.” Its intent is consistent House Bill 7.

House Bill 79 – CMC urges its member to support this bill, sponsored by Roegner and state rep. Danny Bubp. It would prohibit health-benefit plans issued in the state to cover a “nontherapeutic abortion.” State law defines that term as “an abortion that is performed or induced when the life of the mother would not be endangered if the fetus were carried to term or when the pregnancy of the mother was not the result of rape or incest reported to a law enforcement agency.” The bill also would put Ohio on record as opting out of qualified health plans that cover nontherapeutic abortions in any exchanges established under the federal Patient Protection and Affordable Care Act, better known as last year’s health-insurance reform law.

House Bill 125 – CMC enthusiastically supports this legislation, already known as the “heartbeat bill.” It’s sponsored by Rep. Lynn Wachtmann, of Napoleon, and has at least 49 co-sponsors. It’s been referred to the House Health Committee. The bill would prohibit the abortion of a baby with a “detectable fetal heartbeat.”
